Issues include whether LFUCG was required to engage in collective bargaining with Lexington police officers before enacting an ordinance banning the use of no-knock warrants; whether LFUCG was required to arbitrate after the police filed a grievance related to the no-knock ordinance; and whether LFUCG had the authority to enact an ordinance banning no-knock warrants after the General Assembly enacted a law setting forth the requirements for issuance of no-knock warrants.
