Issues include whether the circuit court erred by granting qualified official immunity to police officers without considering the potential existence of a “special relationship” between the officers and a suspect who was under the influence of methamphetamine; and whether the circuit court erred by granting summary judgment on claims of negligent hiring, training, and retention based on a lack of underlying intentional or tortious acts.
