Historian Dr. Katy Layton-Jones visits Parnell House, a five-story apartment building created to replace a block of slums in central London. Every unit had running water, a bathroom and a minimum of three bedrooms, raising expectations for the way the laboring class could live. Prince Albert's innovative housing project was later used as a model for social housing across England.
