His new book, Tip and the Gipper: When Politics Worked, offers a personal history of the years when President Reagan and Speaker O’Neill served together. He is interviewed by E.J. Dionne Jr., senior fellow at the Brookings Institution and syndicated columnist for the Washington Post.
